Schweizerischer National Fonds (SNF) beurteilt wissenschaftlichen Leistungsausweis nur noch nach Open Access Publikationen
Der Schweizerische Nationalfonds (SNF) unterstützt Forschungsprojekte in Millionenhöhe. Es sollen möglichst gute Projekte und Leute unterstützt werden. Projekte werden nach inhaltlichen Kriterien beurteilt. Es wird bei der Vergabe aber auch der Leistungsausweis der Forscher und Forscherinnen beurteilt. Der Leistungsausweis lässt sich zum Abschätzen der zukünftigen Leistung aus der vergangenen Arbeit. Nach dem Prinzip, wer in Vergangenheit gute Arbeite gemacht hat, wird es auch in Zukunft tun.
Die Leistung wird anhand der publizierten Forschungsartikel beurteilt. Leider ist es nun so, dass nicht alle Forschungsartikel frei zugänglich sind. So können auch Forschungsförderungsinstitutionen nicht alle Forschungspublikationen direkt zur Beurteilung heranziehen. Die Artikel müssen gekauft oder gar Fachzeitschriften abonniert werden. Abonnements von Fachzeitschriften können schnell zu Millionenbeträgen anwachsen.1 Für Forschungsförderer ist das herausgeworfenes Geld. Da Geld liesse sich besser in Projekte investieren.
Forschungsresultate sollen mit der besten vorhanden Methode veröffentlicht werden. In unserem Zeitalter ist das auf elektronischem Wege und nicht mehr auf Papier wie in den vergangenen Jahrhunderten. Das Internet kennt keine Grössenbeschränkung und die Resultate stehen sofort zur Verfügung.
Der Wellcome Trust, mit über einer halben Milliarde Franken jährlich einer der grössten gemeinnützigen Forschungsförderer weltweit, zieht seit letztem Jahr bei selbstgeförderten Publikationen nur noch solche Publikationen für die Beurteilung des Leistungsausweises heran, die Open Access sind. Als gemeinnütziger Forschungsförderer will der Wellcome Trust eine möglichste grosse Verbreitung des geförderten Wissens.
Der SNF hat nun diese Idee aufgegriffen und geht noch einen Schritt weiter. Der SNF zieht für den Leistungsausweis generell nur noch Publikationen heran, die Open Access sind. Der öffentliche Schweizerische Nationalfonds, der durch Steuern eingenommene Gelder verteilt, will, dass den Bürgern die geförderte Forschung zugänglich ist. Der SNF will keine Geheimwissenschaft. Eine Wissenschaft, wo Resultate nur einem kleinen, „eingeweihten“ Kreis von Leuten zur Verfügung steht.
Nur was (öffentlich) zugänglich ist, ist auch bekanntes Wissen. Wenn Forschungsresultate nicht breit zugänglich sind, könnte der Eindruck entstehen, dass Publikationen zu Karrierezwecken und nicht zur Wissensvermehrung geschrieben werden.
Die eingesparten Abonnementskosten des SNF werden zugunsten zusätzlicher Forschungsprojekte verwendet.
Fazit
Wissenschaft muss öffentlich sein. Alle, die sich an der Vermehrung des Wissens beteiligen möchten, sollen freien Zugang haben.
Der SNF hat mit dem Entscheid nur noch Open Access Publikationen für Leistungsausweis heranzuziehen eine wichtige Entscheidung getroffen. Ich hoffe andere Forschungsförderer werden diesem Beispiel folgen.
