„Ein zuverlässiges Informationssystem über innovative Medikamente hilft niedergelassenen Ärzten dabei, ihre Patienten optimal zu behandeln. Die Politik darf diese Chance nicht verspielen, indem sie stattdessen ein Arztüberwachungssystem einführt.“ Das sagte Prof. Dr. Frank Ulrich Montgomery, Präsident der Bundesärztekammer (BÄK), im Vorfeld der Beratungen zum GKV-Arzneimittelversorgungsstärkungsgesetz (AMVSG) am kommenden Mittwoch im Bundesrat. Das Gesetz sieht unter anderem vor, Vertragsärzte bei der Verordnung von Arzneimitteln in Zukunft mit Hilfe der Praxissoftware wirkstoffbezogen über die Ergebnisse der Nutzenbewertung zu informieren. Montgomery kritisierte das Bestreben der Krankenkassen, Hinweise zur wirtschaftlichen Verordnung von Arzneimitteln in die Praxisverwaltungssysteme zu integrieren. „Die Praxissoftware darf nicht zum Kontroll- und Steuerungsinstrument verkommen. Die Folge wären Eingriffe in die ärztliche Therapiefreiheit, ein verschärfter Regressdruck und noch mehr Bürokratie für die Ärztinnen und Ärzte“, warnte er. Eine Mitgestaltung des Informationssystems durch die Pharmaindustrie lehnte der BÄK-Präsident ebenfalls ab. „Ärztinnen und Ärzte brauchen kein digitales Marketinggeklingel. Sie brauchen herstellerunabhängige Informationen, die ihnen helfen, die bestmögliche Therapie zu finden.“ Darüber hinaus gehe es auch darum, den unkritischen Einsatz neuer Arzneimittel zu vermeiden. „Das geht aber nur mit mehr Transparenz im Hinblick auf den Zusatznutzen von Medikamenten“, so Montgomery. DKG zur Debatte um die Gebührenordnung der Ärzte: Sachverstand bündeln
Nach Auffassung der Deutschen Krankenhausgesellschaft (DKG) ist die Weiterentwicklung der Gebührenordnung Ärzte (GOÄ) ein auch für die wirtschaftliche Sicherung der Krankenhäuser zu wichtiges Projekt, als dass dies in Verbändestreitigkeiten untergehen dürfe. „Wir müssen hier gemeinsam den Sachverstand bündeln, um eine zukunftssichere Lösung zu erreichen. Mit der Installierung einer gemeinsamen Kommission zur Weiterentwicklung und Pflege der GOÄ, die nunmehr gesetzlich verankert werden soll, kann hier eine langfristige tragfähige Selbstverwaltungsstruktur geschaffen werden. Die GOÄ hat in den Krankenhäusern mit einer finanziellen Größenordnung von ca. 3 Milliarden Euro für erbrachte private ambulante und stationäre Leistungen eine große wirtschaftliche Bedeutung. Zu berücksichtigen ist, dass die GOÄ nicht nur für die Ärzte, sondern auch für die Krankenhäuser als Institution die gesetzlich vorgegebene Abrechnungsgrundlage ist. Die Bundesärztekammer, deren Aufgaben primär berufsrechtliche Aspekte sind, kann deshalb nicht das alleinige Mandat haben, über originäre Vergütungsaspekte der Krankenhäuser Regelungen zu treffen.
